Global Online Petition to the Government of India for Removal of PAP (Protected Area Permit) from Manipur.

For decades since the 1950s, foreigners’ visit to Manipur remained restricted under a controversial act of the Government of India. This created a barrier between the Manipuris in Manipur and the world hampering socio-economic and educational progress in Manipur. The state remained relegated to an impoverished, strife-torn and hopeless condition for years after its merger with Free India. This even caused inconveniences to the overseas Manipuris in visiting their motherland. The PAP system was therefore an archaic policy totally irrelevant to modern India. This policy needed to go.

MAC, out of its social commitments to Manipur launched a worldwide internet campaign against PAP on December 5, 2010. Within three weeks, MAC’s petition to the Government of India for removal of PAP from Manipur collected more than a thousand signatures from Manipuris all over the world and their friends. Politicians, social workers, students and local think tanks joined the movement. The Government of India eventually listened to the petition and the PAP was lifted from Manipur and its neighbouring states of Mizoram and Nagaland on December 30, 2010.

Lifting of PAP is a historic achievement for the Manipuris in Manipur and worldwide. And, this is a landmark success for MAC in its maiden attempt to serve its community. Manipur now is in the map of globalization, the arena of modern competition. This achievement is not the end but the beginning of the real mission.
